I feel like I'm not doing as much DPS as I should; I'm usually only 2nd DPS in the PuG heroics I usually do and typically only pull around 15k-20k on bosses. How does my gear/reforging/gemming/enchanting look? Am I doing something wrong? Idk I just feel like I should be pulling more dps. Thanks :)
P.S. I'm having a hard time getting to the hit cap while not sacrificing int...should I even be at the hit cap now? 0.0
Yes, you are definitely geared enough. Knowledge and skill generally matters more for entry level raiding anyway.
However, you are missing some enchants so you'll want to fix that.
There are a couple easy solutions that will help you get closer to the hit cap. T11 pants have a large amount of hit on them and there are some upgrades from ZG and ZA (ring and cape, in particular) that have healthy amounts of hit.
You can also use a Stump of Time for a while until you pick up a few more upgrades.

Also, which ring are you speaking of? WoWhead shows that the other ring that drops from ZA and ZG has spirit on it . :P
After Intel and Spellpower, Hit to cap is your most important stat for raiding. Since it looks like your will be running as an arcane, if you are not quite hit capped (say 16.5% vs 17% HC) you will be ok. If you planning to change spec's into fire, then it is a must to be 17%. You don't want miss on your combustion.
Also I agree with Kilguren, get your T11 pants and start grinding rep with Baradin's Wardens to get the stump of time trinket. I am not sure which boss you are going after first, but if it is Magmaw, he drops some nice pants that have a lot of hit, Flame Pillar Leggings.
